At the August 26, 2025 Public Meeting, the Oregon Public Utility Commission (the Oregon Commission) approved PacifiCorp’s 2025 Oregon situs Request for Proposals (RFP) with conditions in Docket No. UM 2383. The order approving the RFP was issued on August 29, 2025. At the August 28, 2025 Open Meeting, the Washington Utilities and Transportation Commission (the Washington Commission) approved PacifiCorp’s 2025 Washington situs RFP with conditions in Docket No. UE-250460. The order approving the RFP was issued on September 2, 2025.

WUTC Approves PacifiCorp-Washington 2023 General Rate Case Settlement
On March 19, 2024, the Washington Utilities and Transportation Commission (WUTC) approved a multiparty settlement stipulation (Settlement) subject to conditions for PacifiCorp’s multi-year rate plan for electric service in Docket Nos. UE-230172 and UE-210852 (consolidated).
Washington Commission Adopted Settlement that Increases Avista’s Avoided Costs
At the December 22, 2022 Open Meeting, the Washington Utilities and Transportation Commission (the Commission) approved Avista’s avoided cost Schedule 62 tariff filing for small qualifying facilities in Docket No. UE-220783. The new tariff was the result of an informal settlement between Avista, Commission Staff, the Northwest & Intermountain Power Producers Coalition (NIPPC), and the Renewable Energy Coalition (REC).
WUTC Approves Avista 2022 General Rate Case Settlement
On December 12, 2022, the Washington Utilities and Transportation Commission (the WUTC) approved a multiparty settlement stipulation (Settlement) subject to conditions for Avista Corporation’s (Avista) multi-year rate plan for electric and gas service in Docket Nos. UE-220053 and UG-220054. This was the first approved rate increase since the Washington Legislature passed legislation in 2021 requiring utilities to file multi-year rate plans.
NIPPC Releases Whitepaper on How Competition Improves Decarbonization
On July 20, 2022, the Northwest & Intermountain Power Producers Coalition (NIPPC) released a whitepaper titled “The Role of Competition in the Pacific Northwest Clean Energy Transition,” that examines how wholesale and retail competition in the power sector can contribute to the Pacific Northwest’s decarbonization goals.
Utah, Washington, and Oregon Commissions Approve PacifiCorp’s 2022 RFP
At the March 10, 2022 Open Meeting, the Washington Utilities and Transportation Commission (the Washington Commission) approved PacifiCorp’s 2022 request for proposals (RFP) with conditions in Docket No. UE-210979. At the April 14, 2022 Special Public Meeting, the Oregon Public Utility Commission (the Oregon Commission) approved PacifiCorp’s 2022 RFP with several conditions in Docket No. UM 2193. In an Order from April 22, 2022, the Utah Public Service Commission (the Utah Commission) also approved PacifiCorp’s 2022 RFP with conditions in Docket No. 21-035-52. PacifiCorp’s RFP was issued to the market in April and bids are expected to be due in January 2023.

Washington Commission Approves PSE Interconnection Tariff
The Washington Utility and Transportation Commission (Washington Commission) approved a new interconnection tariff for Puget Sound Energy (PSE). PSE’s new tariff is only available to state jurisdictional qualifying facilities (QFs) interconnecting and selling power to PSE under the Public Utility Regulatory Policies Act (PURPA), and provides a third, lower cost option for interconnection service.
WUTC Approves PSE 2021 RFP With Modifications
On June 14, 2021, the Washington Utilities and Transportation Commission (Washington Commission) issued an order approving of Puget Sound Energy’s (PSE) All-Source Request for Proposals (RFP), with two significant modifications. First, the Washington Commission required PSE to remove a cost adder on PPA bids for a potential return on power purchase agreements (PPAs). Second, the Washington Commission required PSE to accept comments and hold a workshop on Effective Load Carrying Capability (ELCC) calculations. PSE expects that bids will be due September 1, 2021.
