- Irion Sanger provided expert testimony on behalf of Interwest Energy Alliance in a docket concerning the the Colorado Public Utilities Commission (the Colorado Commission) concerning the Public Service Company of Colorado’s (PSCo) 2024 Just Transition Solicitation. Mr. Sanger’s testimony focused on recommendations that were aimed at ensuring the request for proposals (RFP) and the contracts were fair, transparent, and competitive. Mr. Sanger addressed RFP requirements, conforming bid policy, model power purchase agreement (PPA) and model hybrid PPA recommendations, model build transfer agreement term sheets, and best and Final Offers.

- Diego Rivas provided expert testimony in response to Intermountain Gas Company’s general rate case filing. Mr. Rivas’s testimony discussed demand-side management, revenue regulation (decoupling), and rate design issues.

- Diego Rivas provided expert testimony in response to NorthWestern Energy’s general rate case filing. Mr. Rivas’s testimony focused on cost recovery for demand-side management and demand-side management program implementation.
- Diego Rivas provided expert testimony in response to NorthWestern Energy’s multi-year request for waivers from the Community Renewable Energy Program under the Renewable Portfolio Standard. Mr. Rivas testified that waivers should not be granted because NorthWestern Energy failed to take reasonable steps to acquire community renewable projects after the issuance of its requests for proposals.
