Settlement Stipulation Reached in Rocky Mountain Power Utah General Rate Case
On April 25, 2025, the Utah Public Service Commission adopted new rates, and also approved a settlement stipulation between PacifiCorp and ten of the eleven intervening that resolved all cost of service and pricing issues.
Sunthurst Final Order
On April 9, 2025, the Oregon Public Utility Commission (the Commission) issued an order establishing a one-time allocation of interconnection costs for community solar projects being developed by Sunthurst Energy, LLC, to PacifiCorp’s Oregon retail customers.
Oregon Commission Directs PacifiCorp to File an RFP or Show Cause
On March 12, 2025, the Oregon Public Utility Commission (Commission) issued an order finding that the Commission has the authority to require PacifiCorp to issue a Request for Proposals (RFP) for new generating resources, but declined to exercise that authority due to PacifiCorp’s stated intent to issue an RFP itself.
OPUC Authorizes PacifiCorp Oregon Rate Increase
On December 19, 2024, the Oregon Public Utility Commission issued a final order in Pacific Power’s General Rate Case, Docket No. UE 433. Order No. 24-477 authorized a revenue requirement increase of 8.5 percent, maintains a 9.5 percent return on equity, and establishes a 7.401 percent rate of return based on a 50/49.99/.01 capital structure (equity/debt/preferred stock).

On August 29, 2024, the Idaho Public Utilities Commission (Idaho Commission) directed Idaho Power Company (Idaho Power) to develop potential modifications to the Request for Proposal (RFP) process, and approved a Powerex market purchase agreement as prudently incurred.
OPUC Adopts Updated PacifiCorp Avoided Costs that Include Transmission Costs
On July 29, 2024, the Oregon Public Utility Commission (the Commission) issued Order No. 24-248 in Docket No. UM 1729 regarding PacifiCorp’s annual update to their standard avoided cost rates for qualifying facilities selling power under the Public Utility Regulatory Policies Act.
Oregon Commission Acknowledges Idaho Power’s 2023 IRP
At the July 23, 2024 Public Meeting, the Oregon Public Utility Commission (the Commission) adopting Staff’s recommendation to acknowledge Idaho Power’s 2023 Integrated Resource Plan (IRP) in Docket No. LC 84. The Commission recommended acknowledgment, subject to several action plan items and recommendations. This docket involved several rounds of discovery, comments, and Commission Public Meetings. The Commissioned issued Order No. 24-285 acknowledging the IRP on August 26, 2024.
